Nope, cant be done. You'd need a connection to a cell phone providers service and a way to custom send the packets through fsockopen. If you want to send text messages though you can take a look at this http://cingular.com/sendamessage .

The answer is yes you can now do this via the mailing functions. Take a look at http://sms2email.com/. They provide a service where emails with special formatted email address are routed into a SMS gateway.
