This is a very basic question about creating a graphic file that appears as a picture. For example, a large full screen graphic that shows a house on a grassy hill, some trees, a blue sky with a few clouds. Or maybe another picture might be a detailed illustration of the inside of a school room, with a black board, tables and chairs, etc.

My question is: What is the first step in making this kind of an image? Or in otherwords, what sort of software (or a specific title) would give me the tools to make something like this?

Thanks for any help.
